did frank ever live in an apartment in recolle? because, honestly, if he did... elizabeth would probably put up ads for handymen work needed once she broke shit herself trying to repair it.

he unfortunately bought a house right after he moved to recolle because he has $$$ now :c but he could definitely have seen elizabeth's ads if she put them like outside her building and he saw it while wandering around! or even if some npc or whatnot in her building saw it and called him about it, that could work too!

THEY COULD... be new neighbors? elizabeth and the woofs just moved to a suburb house too. so maybe they can have brand new cr if you app in :o i don't mind planning first time meetings too!

that definitely works with me too! frank's been living in his house for about two years now so if the wolfs just moved in, he could always help them get settled in the neighbourhood. that or he walks his dog pretty frequently and is out in his garage doing whatever so it's pretty easy to spot him around!
