He'd been slated to make Detective, but an incident a year ago where Togusa couldn't fucking leave well enough alone, made him miss his possible promotion.
Japanese Immigrant for school. He went to Recolle University, was doing pre-law by way of a criminal justice major, but changed his mind on law school and went to the Police Academy after graduation instead. Was really involved with the Japanese Student Union.
