It could be both! Cain's trying to turn his life around now that he's an adult but he's not being very successful at it. If Cain was getting scoffed for making the family look bad, he would probably scoff at Joseph for being well off since Cain's had a rough life since coming to America. Sort of like you don't know what's really 'bad' kind of attitude.
