SHE LOVES SAKURA SO MUCH. And not just because Sakura is adorable and gorgeous! Sakura is so sweet and kind of shy/demure and that gets her need to be macho all in a tizzy. The fact Sakura gets all flustered and yet keeps letting Soleil spoil and protect her just keeps enabling Soleil.
The two things Soleil enjoys more than anything else are 1) making people smile and 2) feeling useful, and Sakura fulfills both of those for her by being so accepting of Soleil's urges to protect her and spoil her. Although she may flirt with every girl she comes across, her feelings for Sakura are genuine and she absolutely wants to keep the girl safe and happy.
She is upset about February due to missing out on an opportunity to personally give Sakura a Valentine's, just barely missing Sakura's birthday, realizing that the city itself was in danger (she left to prevent that so it's kind of irritating), and realizing Sakura must have been lonely. She was perceptive enough to get the impression things are more rough for Sakura than the girl lets on so she feels like a heel.
tl;dr: sakura gets soleil's heart aflutter and enables her more than she should be enabled. She would die for Sakura but would much prefer to ride off into the sunset with her. Of the girls in Recolle, Sakura is likely in the top 3 who could get Soleil to go steady and settle down without much issue.
