To Noah, Ami is very much like a fun little sister. He just adores her a lot. They share a lot of the same interests and aesthetic, and she's just very easy to hang out with. He can usually find things to talk about with her, which isn't all that easy to him. Plus he knows she's got a lot of kindness to her. He can lean on her for a little while, and know that she'll be there fore him. He hopes that she feels the same way.
As for her appearance? Yeah, he sincerely does like it. The horns, the eyes- they are cool and very gothic. And even if he wasn't that into it, he doesn't agree with people who treat it like it's some great blight. Noah grew up without an arm, he knows what it it's like to have people stare at him, to have people try to avoid mentioning his deformities at all cost. It could really grind his gears sometimes, so he imagines it could be much the same with Ami. So, he takes a different tactic- acknowledging them straight away, and then moving on with their day. Ami is Ami anyway, it doesn't matter how she ends up looking.
All in all yeah, he considers Ami to be a little sister to him. He'd protect Ami, and listen to any gripes she might have. He might not be the emotionally adept person in the world, but he for sure cares deeply.
