Li-Na without a doubt is Noah's friend. At first he was a bit anxious about how you connect with a person that you share past memories with when you don't really accept that IS you-- but her and Noah just clicked really well! I feel it helps a lot they share the same attitude towards their past memories. It's interesting to learn about that other life, but they don't really sign onto the idea that it's anything more than some past life. When they're both on the same page about that, it's easier for Noah to open up and talk about his memories. He also knows he can talk to her about stuff that ISN'T the past life, and does so regularly. He really does appreciate that, since it makes her feel like a real friend instead of someone from his past.
Also he is seriously impressed by her powers. The fact she can fly and punt stuff and make tornadoes is just so badass. He wishes he could do that.
I love their CR because in a way, Noah and Li-Na have developed a friendship that Lenalee and Allen never got to have. There's no big war for them to worry about and they aren't in constant danger, so they have a chance to get to know each other and bond over silly things. They can time where they are normal teenage friends who are coming into their powers and roles together.
But yes, all around he'd consider Li-Na a friend, and a good one at that.
