I think Foggy's end of their weird pseudo relationship went something like this: Initially he just gets caught up in the childish excitement of it being a secret and it's fun. He always felt attracted to Dean so victory right? Then the confusion and frustration starts to settle in. He starts to wonder if this relationship is on the path to love or if they're just a couple of horny confused pals. He already keeps secrets for Dean, he doesn't want to ruin the idealized image Nattie has of him for example, but he realizes he doesn't like the idea of being with someone he can't even go out with, if he can even rightly say that they're "together." Between Dean needing money and a job, his lack of a clear goal or direction, his addiction, and him not even being out of the closet, he's just plain not boyfriend material the way he is. As much as Foggy finds that he likes several qualities that Dean possesses in a partner, he concludes that they're better off as friends WITHOUT benefits. So Foggy returns to the dating scene and (I'm guessing?) things smooth out between him and Dean by the time Dean goes into the military. Regardless of the past Dean can count on Foggy to have his back and you can bet he'll be routing for him to find the right person at the right time. He will SO have a word with the girl or guy that hurts him!
